I do not think so. I do not think the Bush administration can be branded racists coz of this unfortunate happening.
I think what the Bush administration need to think about is why they have been ignoring the scientists warning all along.
Maybe Bush needs to now think seriously about America and the Kyoto Protocol because global warming could be worse than anyone can imagine.
Why are there so many black people in New Orleans anyway?

They are talking of ‘Modern day genocide’ and the US government's slow response to it - has exposed continuing racial divisions in modern America.
People are saying things like this:-
Why is the USA government calling its own citizens refugees? Is it because they never have and never will view Blacks as Americans?
Black people may reach desperation levels that will result in complete blood shed. As Blacks resort to 'any means necessary' in order to adapt and survive, the military and trigger happy whites will use the excuse to murder blacks on a daily basis. The media knows it and the American government know it. They're not stupid. You ship thousands of poor Black people off to strange cities, having lost everything, an uncertain future, no money and now labelled refugees and what you will get is no doubt a race war. It was all in the Bush master plan and now he is going to ship them off on reservations just like previous presidents did to the Native Indians that way they have better control over them.
New Orleans was just a test to see the scale of things more to come and this time Bush will be better prepared to execute exactly the way he planned so us Blacks globally better take heed because this was your first warning from America.
Will our leaders now be thinking, they will seize this moment to make a statement, something like:- What will it cost Nigeria or even South Africa to organize $1million worth of stuff and make a HUGE NOISE about how we care about fellow Blacks. (I leave Kenya out of this for obvious reasons.) African Americans will never forget such a gesture and that will bring about the much-needed healing between the two communities.
But as usual our leaders are only good for begging.
And what have these so called African-Americans done for us? Most people who help Africa at the grassroots level are White organizations or White Churches. These church do have satellite organizations in Mali, Burkina Faso, and Zambia and so on, who help build schools, clinics. Etc. But what have these Black churches done for us, or the rest of Africa, nothing. They raise millions of dollars everyday on TV and these Black pastors literally live the American Dream...huge house, summer homes, private jets and I have never heard any of them proposing relief missions to Africa or any of these 3rd world countries. They only exist in other countries when money is involved, taking from the poor to make themselves richer. If they can't help their own brothers and sisters in the projects, what is Africa to them? Right people spearheading this relief effort in New Orleans are White-owned organizations, churches and private companies. Black America has failed itself and Africa miserably and it’s a shame!
What I want to know is where the likes of PDIDDY, OPRAH WINFREY etc. They should be at the forefront to show the world that black people can unite and help one another but I haven’t seen or heard from them. Helping African Americans is a great idea but what bugs me about them sometimes is their whole attitude of looking down on Africans. Sometimes they even act whiter than white people themselves when conducting themselves with Africans. You’ll find that in the U.S. white people are even more accommodating to Africans than them. Now that they’ve woken up and seen the illusion they were living in they need to remember that at least Africans in the West have somewhere to go back to whereas they have no other option.

The bush administration, was blatantly rascist. They certainly did not take that long to get to the twin towers after it collapsed. Bush thought that no-one would notice him turning a blind eye, it is digrsceful how those victims were treated, imagine losing everything, and the president of the country to which you are from, and have lived in all your life just ignores you...apalling!
'Bogibenda' how can you say "Why are there so many blacks in New Orleans anyway". Have you ever heard of the slave trade. In the deep south of america is where the cotton plantations were, and that is where they were brought and forced to work, while being beaten and raped etc. So that is why they are in New Orleans, they are descendants of slaves. They are not Africans that chose to go to America and more specifically New Orleans, they are descendants of slaves that could not afford a 'ticket up north'. Therefore stayed on to suffer the segregation and natural disasters, which added together (segregation + natural disater) is why the Hurricane so badly affected Blacks. NB segregation was abolished in Public places in 1954 but the integration of races in terms of dwelling is virtually non-existent in the South.
I think we are also ignoring one major thing, the rascism of the media, who reported black people as looters, while reporting a white couple doing the exact same thing as 'finding food'. Anyone who wants this evidence can snd me a message, and i will email them this proof
